ASA Report Card, Colorado Receives an F for Overall Public Policy Affecting Subcontractors (read more)...

The American Subcontractors Association of Colorado and the Colorado Construction Reform Coalition hosted Robert Weston to a week long visit to Colorado in mid November 2008.  Bob met with public owners across the state to discuss the importance of prompt pay in the construction industry.

Bob Weston is an owner.  He served as the fiscal specialist for Montgomery County Public Schools (MCPS), Rockville, MD.  He represented a construction owner that has figured out that all members of the construction team are entitled to prompt payment for work properly performed.

Bob Weston demonstrated that if contractors were paid quickly, MCPS would get better pricing and better projects.  As a result, MCPS saves $15 million annually on school construction projects.  To taxpayers and policy makers this demonstrates fiscal responsibility.

Mr. Weston recognizes the economic importance of small business and comments, “the small contractor is least able to carry the debt service of a public agency.”  Paying promptly for properly performed work strengthens the economy, increases competition, attracts businesses, attracts small businesses, minority business enterprises and women owned businesses.  His fundamental message is that “prompt pay is the best policy.”

Bob Weston has delivered his message across the United States to owner’s groups who are charged with adopting and managing state and municipal budgets.  He has been retained by various states as a change agent in the procurement and management of construction projects.

To those owners and policy makers who have listened to Bob Weston and discussed with him the benefits of prompt pay for work properly performed, construction projects are completed with a substantial savings, a better project that is delivered on time or ahead of schedule.
