Prompt pay reform is a pro-growth, pro-business response to delayed payment fraud, which, like any
fraud, is a burden on the economy.

Changes in the construction industry since the post-World War Two building boom have transformed
construction project cash flow, and have thus fostered the development of unfair payment structures
for subcontractors, in both private and public construction. 


Delayed payment practices were developed by those opportunistic businesses willing to sacrifice quality
and timely delivery in exchange for the time value of money.  That money would otherwise promptly
and productively flow into wealth creating and tax-revenue generating activities like sales of materials
and worker payrolls.
